A new type of land-based autonomous electric brigade combat team is proposed to project global power, provide deterrence and a stabilizing influence, and in times of peace, provide humanitarian relief. It is based on the fundamental principle that if the Electric Brigade Combat Team (EBCT) had access to an almost unlimited supply of autonomous electric power, it could enable a revolutionary change in warfighting capabilities, global deterrence and enhance regional and global stability.

This Superconducting Pulsed Transformer would be an essential component of any gun launch to orbit system using superconducting quench, defined as what happens when a superconducting current suddenly goes non-superconducting. Today, when it becomes necessary to quench a superconductor, it requires quickly boiling off its liquid helium (video here).
To encourage collaboration, information exchange between participating scientists and engineers, and to exploit technological developments from related programs, Dr. Fair created a U.S. Symposium on Electromagnetic Launch Technology. The first EML symposium was held in 1980 and they have since been held every two years. To ensure archival retention and high quality of the research, he arranged with the Institute of Electronic and Electrical Engineers (IEEE) for selected outstanding technical presentations from the symposium to be published in a special issue of the IEEE Transactions on Magnetics.

The goal of the project was to develop the means to totally destroy waste materials with NO hazardous products by converting the materials to their fundamental atoms and ions. Subsequently, these atoms and ions may then be combined to form an energetic synthetic gas called SYNGAS which can be used to produce electric power. In short, the project converts waste and hazardous materials to useful energy with NO hazardous byproducts.
